Mentre negli Stati Uniti la Federal Communications Commission (FCC) ha aperto ufficialmente un dibattito pubblico, che durerà due mesi, sul disegno di legge che aprirà la strada ad una regolamentazione a difesa della neutralità della Rete, l’Unione Europea sembra essersi limitata ad affermazioni di principio – dichiarazione della Commissione Europea, raccomandazioni del Parlamento Europeo – ma nessuna concreta azione legislativa a favore della Net Neutrality è stata finora intrapresa ufficialmente dalle istituzioni comunitarie.
Skype, attraverso la dichiarazione rilasciata da Jean-Jacques Sahel, European Director of Government & Regulatory Affairs, sollecita un’azione più concreta da parte di Bruxelles che, al di là della retorica, miri a definire norme comuni a livello europeo per garantire la effettiva neutralità della rete a vantaggio dei consumatori.
“People started complaining about high costs of calling from abroad on mobile phones in the late 1990s – it took 10 years and the market didn’t correct itself so we ended up with the so-called Roaming Regulation to force prices down.
Now, with the threat to the open Internet that is on our hands, we cannot wait: the European Commission should be bold and use any of its powers (such as the new Roaming Regulation or its mandate to preserve the functioning of the internal European market), to stamp out abuse, at the earliest opportunity. If it needs more powers, then the Commission should make legislative proposals to get them, urgently”
